DMDC DNS service degradation/outage affecting recursive resolution of www.dmdc.osd.mil, most likely associated with intermittent failure of authoritative server d116001 (214.3.116.1). The parent osd.mil delegation and glue appear healthy. The actual DMDC web servers are online.

www.dmdc.osd.mil returns SERVFAIL through Google DNS 8.8.8.8, Cloudflare 1.1.1.1, and my local resolver. The osd.mil authoritative servers show a consistent dmdc.osd.mil delegation and correct glue. d117001 (214.3.117.1) and d118001 (214.3.118.1) answer normally. d116001 (214.3.116.1) intermittently times out—9/10 successful responses in my test. Direct authoritative responses return 214.16.194.25. Both 214.16.194.25 and 214.16.194.42 accept TCP/443.

troubleshot the issue in trying to access dmdc.osd.mil. it appears one of the three DMDC DNS servers is having issues.

i updated my hosts file (C:\Windows\System32\drivers\etc\hosts) on my Wiin11 PC to include

214.16.194.25 www.dmdc.osd.mil

then ran in cmd window
ipconfig /flushdns

now I can access the www.dmdc.osd.mil successfully
